Shawn Aulgur joined PSHRA as a member in December 2013, just two months after settling into her first public sector HR role.
Aulgur served as human resources manager with the City of Raymore, Mo., for the next 10 years, taking her current position as the City’s HR director in November 2023.
Aulgur has been an active member of PSHRA for each of her 13 years in public service. She is a member of the Association’s Executive Council, currently serving as the Council’s Secretary. And, she’s hopeful that she will soon be the organization’s President-Elect.
Aulgur has officially announced her candidacy for PSHRA President-Elect 2027 and 2028. She has already demonstrated a longstanding commitment to advancing the public sector HR profession at the Association’s chapter, regional and national levels.
Aulgur’s service within PSHRA includes serving as Program Chair, President-Elect and President of the PSHRA Greater Kansas City Chapter, as well as Central Region Treasurer.
At the national level, Aulgur has contributed her leadership and expertise through service on the Regional Task Force Implementation Committee, Executive Council Selection Committee and as Chair of the Publications Committee.
In addition to her PSHRA service, Aulgur is actively involved in several professional organizations. She currently serves as past President of Missouri PRIMA (Mo-PRIMA) and is a Board Member for Midwest Public Risk (MPR). She holds Master Certificates in Human Resource Management and Mastering HR Organizational Effectiveness from Villanova University.
Throughout her volunteer leadership roles, Aulgur has consistently focused on strengthening member engagement, enhancing professional development opportunities and expanding the value that PSHRA provides to HR professionals.
“I’m passionate about fostering meaningful connections among HR professionals and ensuring members receive practical resources, valuable programming and opportunities for professional growth,” she says.
“I believe strongly in supporting local chapters, strengthening regional engagement and encouraging innovation at the national level.”
With the City of Raymore, Aulgur provides strategic leadership and executive-level oversight of human capital management across all City departments. In addition to her 13 years of experience in local government, she also spent 25 years in the private sector, and brings expertise in talent acquisition, compensation and benefits administration, policy development, employee relations and much more to her City duties.
Aulgur would like to bring the same knowledge and dedication to the role of PSHRA President-Elect.
