PSHRA is truly sorry to share the news that longtime PSHRA Executive Council member and dedicated volunteer Joseph D. Genovay passed away on April 3, at the age of 63.

Born in Trenton, N.J. on Feb. 18, 1962, Joe was a lifelong resident of the area, graduating Steinert High School in 1980, earning his bachelor’s degree in business administration from Rowan University and a master’s degree from public administration from Rutgers University.

Predeceased by his father, Jacob J. Genovay, Jr., he is survived by his mother, Grace C. (Potts) Genovay of Hamilton; his children, Alison Rose Genovay of Lambertville and Connor Flynn Genovay of New Hope, PA; his former wife, Patricia Genovay of New Hope, PA; his brother and sister-in-law, Jacob J. Genovay and his wife, Patrizia A. Zita of New Hope, PA; and his nieces, Julia Zita Genovay and Laura Zita Genovay.

Recently retired, Joe was a committed public servant for the entirety of his professional life. From 1990 to 1993, Joe served as a special assistant to New Jersey Gov. James J. Florio as part of the Governor’s Management Review Commission, before moving on to the New Jersey Department of Environmental Protection (NJDEP). Joe spent 21 years with the organization, including two years as the department’s assistant director of human resources, and another seven as manager of NJDEP’s Office of Organizational Development & Training.

Joe was a dedicated PSHRA member and volunteer for many years, serving as past president of the Association’s IPMA-HR Eastern region, and past president of the New Jersey chapter of PSHRA. At the time of his passing, Joe was fulfilling the role of PSHRA East Committee Chair as well as serving as a member of PSHRA’s Executive Council.

“Joe was passionate about public service, about the HR profession, and about his role in carrying out PSHRA’s mission,” said PSHRA CEO Cara Woodson Welch. “He was always a strong supporter and advocate of his profession and of PSHRA, and we are so grateful for his leadership throughout his great career and in his retirement. He will be sorely missed, and PSHRA will be honoring his life in the coming months.”

Visitation will be held on Tuesday, April 8, 2025 from 10:00 a.m. to 12:00 p.m. at the Saul Colonial Home, 3795 Nottingham Way, Hamilton Square, NJ followed by Words of Remembrance for Joe beginning at 12 p.m.

In lieu of flowers, contributions may be made in Joe’s memory to Anchor House Ride for Runaways by visiting In Memory Of at inmemof.org.
