Carol Rubino, PSHRA-SCP

Carol Ann Rubino is an attorney and administrative law judge by profession. She is a career public servant. Carol has been active in PSHRA for thirty-seven years, is a former president of the Montgomery County and the Patuxent Chapters and is a former national president of the National Association of Civil Service Commissioners. Carol is the 2023 recipient of the Honorary Life Membership award and is serving on the PSHRA executive council and is the secretary to its executive committee.
