The City of San Pablo is seeking an extraordinary candidate to join its Human Resources Division in the City Manager’s Office. The Human Resources Division is responsible for essential support to the City’s workforce, and provides a wide variety of services and functions to the citizens of San Pablo. The dynamic work environment will require the Confidential Management Analyst in Human Resources to be a self-starter who can take a customer service-oriented approach to problem solving. The City offers excellent salary and benefits, including a four-day work week. Remote/hybrid work schedule is not available
About the position: Reporting to the Human Resources/Risk Manager, the incumbent will provide a variety of analytical, technical and administrative support of the Human Resources Information Systems (HRIS), employee and retiree benefits administration, employee training, recruitment, United States DOT – FMCSA compliance program, worker’s compensation, public employment regulatory and reporting compliance, personnel policy development, and human resources-related special projects. The incumbent of this position interfaces with, and supports City employees at all levels.
Examples of Essential Duties:
- Assist in the development of new program elements and program modifications as necessary to meet goals and objectives; monitor and coordinate the daily operation of assigned program areas; and, perform analytical work and maintain appropriate records and statistics.
- Respond to complaints and requests for information from the public and City staff; research requested information and determine appropriate resolutions; and, manage, direct and coordinate special projects and programs as assigned.
- Prepare and administer contracts and memorandums of understandings; participate in and assist with coordinating or facilitate internal department and City-wide committees and staff meetings; and coordinate employee training activities and programs, Diversity, Equity, Inclusion and Belonging (DEIB) activities and programs with designated DEIB Officers, and City-wide employee volunteer activities.
- Provide City Manager’s Office/HR Division with support functions related to state and federal public employment regulatory compliance and reporting, and other HR workplace responsibilities, including conducting labor market surveys, human resources studies, coordination and related functions.
- Participate in office management functions; conduct surveys and perform research and statistical analyses; prepare related reports including staff reports; and, compile materials and assist in the preparation of reports, manuals and publications.
- Provide a basic knowledge or functioning of social media networks for cross-promotion of community outreach activities of City-wide programs and services.
- Provide Special Project Administration for the City Manager’s Office/HR Division as assigned.
Job Requirements
Experience and Training: An ideal candidate must have good problem solving, judgement, analytical, and decision-making skills, as well as the ability to deal with a lot of divergent information and, concisely and succinctly convey decisions and information to other departments and divisions. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: two (2) years of responsible professional level experience in Human Resources (public sector experience preferred), and equivalent to a Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration or a related field.
Knowledge of:

- Methods and techniques of statistical and fiscal analysis and report writing.
- Principles and practices of advanced business office management and administration.
- Equipment used in modern offices including computers and software.
- Principles and practices of good customer service.
- Methods and techniques of project management. Principles and practices of good team building and team leadership.
- Techniques and principles of effective interpersonal communication.
- Principles and practices of safety management.
- Pertinent local, State and Federal laws, codes, ordinances, City functions, policies, rules and regulations.
Ability to:
- Organize, plan, schedule and implement operations; conduct analytical and administrative projects related to area of assignment.
- Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
- On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
- Interpret and apply administrative and departmental policies, laws and rules; analyze situations carefully and adopt an appropriate, effective course of action.
- Perform a wide variety of analytical duties with little or minimal supervision; analyze situations accurately and develop effective courses of action.
- Effectively administer assigned programmatic responsibilities; prepare complex reports; prepare and administer a program budget; evaluate and develop, procedures and policies.
- Exercise initiative and independent, astute judgment in sensitive situations; interview, investigate, problem solve and negotiate.
- Supervise management studies; manage contracts; develop and track budgets; make public presentations; and, manage meetings effectively.
- Ability to manage independently all special projects as assigned by the City Manager and Human Resources Manager.
