ACWA JPIA is an award-winning risk pool serving California’s public water agencies. We are proud of our supportive, collaborative workplace and are excited to welcome a new Human Resources Manager to our Human Resources team in Roseville, CA.

This role is an excellent opportunity for an experienced human resources professional who can confidently lead both strategic initiatives and day-to-day HR operations. The ideal candidate exercises sound judgment in employee relations matters, policy interpretation, organizational planning, and talent decisions, and thrives in a fast-paced environment where professionalism, attention to detail, and responsive communication are essential.

What You’ll Do:

  • Lead and manage core human resources functions, including recruitment, employee relations, compensation, benefits, leave administration, and performance management
  • Advise managers and employees on workplace matters, interpret policies and employment laws, and implement practical solutions that foster a positive and compliant work environment
  • Develop and execute talent strategies focused on attracting, retaining, developing, and engaging high-performing employees
  • Oversee HR programs, systems, policies, training, and workforce initiatives that support organizational effectiveness and long-term success

This position is located in Roseville, CA, and is full time, 40 hours per week, with hours from 7:30am to 4:30pm, Monday through Friday. Flexible work hours might be available.

Job Requirements

Minimum Qualifications

 

  1. Completion of a Bachelor’s Degree or Master’s Degree from an accredited college or university in business administration, human resources management, or a closely related field. Must have a minimum of six (6) years of increasingly responsible experience in human resource system development and administration, including experience with managing internal human resource functions, recruitment and selection, performance management, compensation system development, equal employment opportunity, benefit administration, and at least five years of supervisory experience.

  1. Ten years of increasingly responsible experience in human resource system development and administration, including experience with managing internal human resource functions, recruitment and selection, performance management, compensation system development, equal employment opportunity, benefit administration, and at least five years of supervisory experience.
