Description
Under general supervision, the Human Resources Assistant performs a variety of responsible administrative and technical support for human resource functions which may include human resources and payroll information systems, benefit administration, leave of absence administration, and recruitment and selection services, the review of applications for employment, the collection and analysis of salary and fringe benefit survey data, and the more complex personnel transactions.
DISTINGUISHING CHARACTERISTICS
The Human Resources Assistant is characterized by the responsibility to provide para-professional assistance and support services to the professional staff and provide information regarding human resources services and benefits to employees, prospective employees, and retirees. Incumbents learn and assist in the performance of a variety of professional, administrative, and technical support functions.

The Human Resources Analyst I classification which performs the full range of professional human resource duties or functions.
SUPERVISION RECEIVED AND EXERCISED
Supervision is provided by a Human Resources management position.
No supervision is exercised over others.
Example of Duties
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Perform a variety of responsible administrative and technical support for human resource functions, including human resources and payroll information systems, benefit administration, leave of absence administration, and recruitment and selection services, the review of applications for employment, the collection and
analysis of salary and fringe benefit survey data, and the more complex personnel transactions.
Provide assistance to employees; provide information and explanation regarding benefit programs including health, dental, and vision insurance, and assist employees with leaves of absences; contact appropriate agencies to obtain information and resolve problems relating to insurance benefits.
Provide assistance to retired employees and employees approaching retirement; provide information and explanation regarding the retirement system and available insurance benefits; contact appropriate agencies to obtain information and resolve problems relating to retirement and insurance benefits; act as liaison to the Public Employees’ Retirement System.
Provide assistance with position control of allocated County positions; maintain records of additions, deletions, and other revisions to the Table and Index of Classes and the Departmental Allocation List.
Assist with the coordination and scheduling of a variety of training activities for County employees; act as liaison with contractors providing training services; locate and schedule training facilities; prepare material for distribution to County employees regarding trainings and training opportunities.
Interpret and explain Memorandum of Understanding sections and human resources policies and procedures to employees, supervisors, management staff, and the public.
Act as the first point of contact for the human resources information system.
Develop, maintain, and publish the Table and Index, Job Code Table, Salary Tables, and other related tables in the human resources information system.
Participate with payroll staff in the Auditor-Controller’s Office to establish and maintain benefit tables and to implement salary increases for County employees.
Consult with staff in Information Technology Services to research and troubleshoot system problems.
Develop and produce a variety of human resource related reports.
Collect, analyze, and summarize a variety of salary and fringe benefit survey data.
Respond to requests from other agencies regarding County salaries, benefits, and policies.
Meet with representatives from County departments regarding vacant or new positions; determine position requirements and qualifications needs.
Prepare and place job announcements, social media posts, and advertisements in appropriate publications or sites.
Review applications for employment to screen for qualifications; test, evaluate, and rank applicants to establish eligibility lists; respond to questions and inquiries from applicants as to the status of their applications.
Assist with the selection, hiring, and onboarding processes.
Assist with position audits involving the interviewing of employees and supervisors and in writing new class specifications and revising existing class specification.
Assist in coordinating and establishing oral interview panel examinations and administering written and practical examinations for County employment.
Prepare and maintain a variety of records, reports, and correspondence.
Perform special surveys and projects as assigned.
Use a personal computer with word processing, spreadsheet, and database programs.
Perform related duties as assigned.
Typical Qualifications
KNOWLEDGE OF: Principles, practices, methods, and techniques used in human resources administration, including benefits, recruitment and selection, training, human resources information systems, and leaves management.
Employment recruiting and examining techniques and procedures.

Utilize the human resources information system to establish, maintain, and produce a variety of tables and reports.
Operate a personal computer for word processing and other relevant applications.
Maintain position control on allocation of County positions.
Coordinate a variety of training activities for County employees.
Act as liaison to retirement system and provide assistance to retired persons.
Analyze situations accurately and take effective action.
Prepare clear, comprehensive, and concise correspondence and reports.
ABILITY TO:
Communicate effectively, orally and in writing.
Understand and follow oral and written instructions.
Perform sedentary work: exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Have close visual acuity, with or without correction, to prepare and analyze data and figures, transcribe, view a computer terminal, read, etc.
Establish and maintain cooperative working relationships with staff, other departments, outside agencies, and the general public.
EXPERIENCE AND EDUCATION
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Two (2) years of directly related experience in a human resources office.
Education:
Equivalent to two (2) years of college with major course work in public or business administration or a closely related field. Additional qualifying experience may be substituted for college education on a year-for-year basis.
License or Certificate:*
Possession of a valid California driver’s license.
*Any license, certification, registration, or appointment required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
Special Requirements
Background Checks: The County may conduct a background check and a reference check on candidates prior to appointment to a position within this class.
Independent Travel: Incumbents are required to travel independently, for example, to perform work at other work sites, to attend meetings with other County employees, to attend meetings with community organizations, etc.
