Director of Human Resources
The City of Madeira Beach, affectionately known as “Mad Beach,” is a vibrant coastal community located along Florida’s central Gulf Coast in Pinellas County. Known for its two-mile stretch of white-sand shoreline, sparkling turquoise waters, and relaxed island lifestyle, Madeira Beach offers the appeal of a small-town community with the amenities of a world-class coastal destination. The city encompasses approximately one square mile and serves a year-round population of about 4,000 residents, plus millions of visitors.
Madeira Beach has approximately 83 full-time equivalent employees, an FY2026 Adopted General Fund Budget of $18.3 million, and a five-year Capital Improvement Program Budget of $13.7 million. The City provides a broad range of municipal services, including fire and emergency medical services, marina operations, parks and recreation, public works, stormwater, sanitation, roads, beach maintenance, zoning and building permitting, and contract law enforcement through the Pinellas County Sheriff’s Office.
The City is seeking an experienced, collaborative, and forward-thinking Human Resources Director to join its leadership team. Reporting to the City Manager, this newly created position will serve as a strategic architect, responsible for shaping the organization’s human capital strategy, ensuring compliance, and fostering a culture that drives overall organizational success. The successful candidate will be a hands-on human resources professional and strategic partner capable of building and leading a comprehensive HR function. Key priorities will include workforce planning, recruitment and retention, employee relations, policy development, performance management, compensation and benefits administration, training and development, compliance, and support for a positive, accountable, and service-oriented organizational culture.
Minimum qualifications include a bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field, and six (6) years of progressively responsible human resources experience, including supervisory or management experience. Public sector or municipal government human resources experience and professional HR certification(s) are preferred. An equivalent combination of education, training, and experience may be considered.
The salary range is $90,000 to $125,000, with the starting salary depending on qualifications. The City offers a competitive benefits package, and Florida has no state income tax.
