Anquilla Henderson’s introduction to PSHRA came via her former leader in the role of chief human resources officer with Fulton County Government in Morrow, Ga.
“At the time, he was a [PSHRA] Senior Certified Professional, and he encouraged everyone on his team to strive toward obtaining the certification,” says Henderson, who later assumed the role of CHRO at the Clayton County Water Authority (CCWA) in November 2020.
Henderson joined PSHRA as a member in 2018, and considers the organization a key part of her professional development in the eight years since.
“PSHRA provides the knowledge, resources and community that empower public sector HR professionals to lead with confidence and excellence,” says Henderson, who served as a panelist for PSHRA’s 2026 Trends of Chief HR Officers in the Public Sector webinar.
“PSHRA drives real impact by elevating the profession, fostering collaboration and equipping leaders with tools to navigate an ever-evolving workforce. I am grateful for the opportunities that have been afforded to me as a result of my membership.”
Henderson has been elevating the public sector HR profession since 2013, when she went to work as a human resources generalist with Fulton County Government in Georgia. (She eventually moved into the role of deputy director of human resources with the City of South Fulton in June 2017, becoming director of HR the following April.)
From day one, she recognized that public sector HR entailed much more than just policies and procedures.
“It’s about people, equity, access and building systems that allows communities and employees to thrive,” says Henderson.
It was a strong sense of purpose and a passion to work for the greater good that initially led her toward public service, she recalls now.
“Throughout my career, I have been committed to serving with integrity, compassion and accountability. I’m inspired by the opportunity to influence workplace culture, advocate for employees, and help shape environments where people feel valued and supported.”
Looking ahead, Henderson is excited to help prepare the next generation of public sector HR leaders.
“My professional aspirations include continuing to grow as a strategic HR leader, expanding my influence in policy and workforce development, and mentoring others entering the public sector,” she says.
“My goal is to remain a catalyst for positive change, ensuring that HR remains a trusted partner in advancing both organizational success and public service outcomes.”
