Home / California Bill Aims to Ensure Transparency Around State Agency Telework Policies

A California lawmaker has introduced a bill intended to recognize the benefits of telework for the state’s government employees and taxpayers alike.

Assemblymember Alex Lee recently introduced AB 1729, which supports California state workers and “prioritizes transparency for public employees by requiring clear telework policies across state agencies,” according to a recent statement from Lee’s office.

“Telework generates significant cost savings and positive environmental, while preserving the quality of services delivered by state workers,” Lee said in the aforementioned statement, adding that telework could save “hundreds of millions of taxpayer dollars annually by reducing office space by roughly 30%” across state agencies.

The legislation would require California state agencies to provide written justification outlining how in-person work “aligns with their mission and operational needs,” according to Lee’s statement. The bill also seeks to establish a dashboard highlighting the benefits of state telework programs, including annual cost savings, reduced commutes and cuts in emissions and energy use.

The bill is advancing with the support of a coalition of labor unions representing California state employees, including American Federation of State, County and Municipal Employees (AFSCME) 2620 and Service Employees International Union (SEIU) Local 1000.

Anica Walls, president of SEIU Local 1000, said in a statement that telework “works for workers, for taxpayers and for California,” adding that AB 1729 would ensure that state telework policies are “guided by evidence, not outdated assumptions.”

Ferdinand de la Cruz, president of Professional Engineers in California Government (PECG), expressed belief that embracing telework would make the state’s government more efficient while improving the quality of life for California residents.

“Reducing traffic congestion cuts commute times and improves roadway safety,” de la Cruz said in a statement. “Meanwhile, telework allows state workers to focus on what matters most—serving everyday Californians. It’s a policy that benefits everyone.”
