Pennsylvania Continues to Add Former Federal Talent to State Workforce

In March 2025, Pennsylvania Gov. Josh Shapiro signed an executive order directing the state’s Office of Administration to accept federal government experience as equivalent to Commonwealth of Pennsylvania work experience for civil service positions.

Shapiro issued the order amidst a purge that saw thousands of federal workers losing their jobs, in an effort to recruit displaced federal talent with the expertise and experience needed to fill critical vacancies across Pennsylvania government.

In August 2026, the Shapiro administration announced that the state has hired 1,350 individuals with federal work experience since that March 2025 order was signed.

In that year-plus span, the state has tapped former federal workers for a number of positions, including 150 clerical roles, 130 corrections officer trainees, 95 caseworkers, 50 highway construction and maintenance workers, 65 nursing positions and numerous specialized roles in information technology, science, law, engineering and skilled trades, according to the Shapiro administration.

These hires put the administration on track to bring nearly 2,000 former federal employees into Pennsylvania state government jobs by the conclusion of the executive order’s second year, an August 20 statement read.

“Attracting great people to state government remains essential to delivering the strong, responsive services our residents expect and deserve,” said Pennsylvania Secretary of Administration Neil Weaver, in a statement.

“As more former federal workers look for an employer that values their experience, innovation, and dedication to service, the Commonwealth is proud to offer meaningful opportunities to continue their public service.”
