The Public Sector HR Association (PSHRA®) has elected Shawn Aulgur, PSHRA-CP, as the Association’s 2027 President-Elect, to represent the interests of public sector HR professionals.

Aulgur, human resources director with the City of Raymore, Mo., has served PSHRA in a number of capacities since becoming a member in 2013.

A member of the Association’s Executive Council, Aulgur has contributed her leadership and expertise through service on the Regional Task Force Implementation Committee, Executive Council Nominating Committee and as Chair of the Publications Committee.

Aulgur has also served as Program Chair, President-Elect and President of the PSHRA Greater Kansas City Chapter, as well as Central Region Treasurer.

“I’m passionate about fostering meaningful connections among HR professionals and ensuring members receive practical resources, valuable programming and opportunities for professional growth,” said Aulgur. “I believe strongly in supporting local chapters, strengthening regional engagement and encouraging innovation at the national level.

“PSHRA has dramatically changed my life and helped me throughout every level in my career,” she added. “I want every member’s experience with PSHRA to be just as impactful, meaningful and rewarding.”

Aulgur’s two-year term of service as President- Elect will begin Jan. 1, 2027.

In 2027, Aulgur will serve alongside Brian Haggerty, PSHRA-SCP, PSHRA 2027 President, and Amy Blake, PSHRA-SCP, PSHRA 2027 Past President.

The PSHRA Executive Council also appointed three new members to the Council for 2027:

  • Patrick Ho, PSHRA-SCP (Chief Human Resources Officer, Gilmer County Government, Ellijay, Ga.)
  • Tony Luton, PSHRA-SCP (Human Resources Director, Town of Prosper, Texas)
  • David Morgan, PSHRA-SCP (Certified Civil Mediator, PSHRA Oklahoma Chapter President-Elect 2027)

All three will begin their three-year terms on Jan. 1, 2027.

The following Executive Council members will continue their terms on the Council:

  • Melanie Ault, PSHRA-SCP (Employee Relations Senior Advisor, Carver County, Minn.)
  • PSHRA South Advisory Committee Chair Bersheba Austin, PSHRA-CP (Founder of Transcending Dreams Consulting.)
  • Laurie Barr, PSHRA-SCP, PSHRA-CP (Director of Human Resources, Eastham, Mass.)
  • PSHRA West Advisory Committee representative Brody Lorda, PSHRA-SCP (Director of Human Resources, Cosumnes Community Service District)
  • PSHRA Central Advisory Committee Chair Allison LeMay, PSHRA-CP (Senior Manager, State and Local Government Advisory Practice, MGO)
  • Kimberly Meismer, PSHRA-SCP (Assistant City Manager, City of Kerrville, Texas)
  • Kristen Terry, PSHRA-CP (HR Director, City of Asheboro, N.C.).
  • PSHRA East Advisory Committee Chair Jason Vinette, PSHRA-SCP (HR Director, Monroe Community Hospital, Rochester, N.Y.).
