Job Description
This position in the Human Resources Department is responsible for administering, coordinating, and implementing the City’s learning and development programs, to include overseeing the online Learning Management System (LMS) and content, instructor-led courses through external partners/universities, programming recommendation and curriculum, new employee orientation, and related support functions. Reports to the Director or Deputy Director of Human Resources.
The preferred starting hiring amount will be between $75,286.10 – $94,307.20 Annually. Starting offer is based on applicable education, experience, and internal equity. - Choice of retirement plan:
- Defined Benefit Pension Plan: Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary.
- Defined Contribution 401a Plan: Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account. The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required.
- Voluntary 457 Deferred Compensation Plan
- Eligibility to purchase prior service credit under the Defined Benefit Plan

- Serves as the administrator and main point of contact for the City’s online Learning Management System (LMS).
- Conducts, delivers, and coordinates New Employee Orientation, providing overview on city policies, procedures, benefits, and other information necessary for newly hired employees.
- Develops, coordinates, conducts, and/or leads workshops, presentations, training programs, and related learning activities. Recommends, develops, reviews, implements, and communicates learning programs and activities aligned with organizational development goals, including internally developed training programs.
- Working with City and departmental leadership, evaluates training needs and develops programs that address identified needs and organization-wide or department specific goals and objectives.
- Ensures department specific trainings are imported into online learning management system and kept up to date.
- Coordinates, reviews, and/or supports instructor-led programs and materials, including working with vendors, colleges, and universities, to develop training programs which promote organizational effectiveness.
- Coordinates and develops training calendars, schedules and course curriculums; develops and maintains training manuals, reference library, training technology and other educational materials.
- Conducts various employee surveys; conducts follow-up communication with participants and management to evaluate transfer of learnings to the workplace; and designs methods to evaluate effectiveness of programs.
- Maintains knowledge of available online course catalog, and participates in vendor enhancements, testing, and implementation.
- Provides technical assistance, guidance, and training to end-user on the city’s online learning management system.
- Maintains oversight of the learning management system, including data integrity, maintenance, tracking, analysis, and reporting.
- When directed, prepares RFPs, procures and administers vendor products and manages contracts.
- Researches best practices in training and development, employee engagement, and keeps up to date on new and innovative techniques and training programs.
- Effectively monitors program budget and expenditures; makes recommendations for budget preparation/allocation.
- Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
- Regular and reliable attendance.
Job Requirements
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education such as college:
- Bachelor’s Degree in Human Resources, Adult Education, Public or Business Administration or a related field AND 3 years of experience administering, developing, or implementing trainings or similar programs.
OR
- Associates Degree in Human Resources, Adult Education, Public or Business Administration or a related field AND 5 years of experience administering, developing, or implementing trainings or similar programs.
OR
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses/Other Requirements:
- Must possess a valid Virginia Driver License and an acceptable driving record OR be able to provide own transportation to and from work, meetings, and related job sites.
- Required to successfully pass a pre-employment background check and pre-employment drug screen.
Preferred:
- Experience administering an online Learning Management System (LMS), preferably SAP SuccessFactors.
- PSHRA-CP or SCP, HRCI-PHR or SPHR, SHRM-CP, ATD, or other equivalent certification.
