The state of California has launched a new accelerated hiring guide that the state projects will save more than 500,000 hours of staff time annually.

The guide follows an executive order from Gov. Gavin Newsom, in which he announced his intent to prioritize efforts to “innovate and improve efficiency in the delivery of governmental services by agencies and departments” within his administration.

The hours that California government workers reclaim as a result of this new guide “will allow state human resources teams to redirect their focus toward improving the hiring process for applicants with faster timelines, deeper candidate engagement and improved workforce planning,” according to a statement from Newsom’s office.

The guide introduces “a simple, flexible process for screening applicants that moves away from heavy, exam-style scoring,” the statement read, noting that minimum qualifications will be assessed only for applicants selected for interviews, “saving time and resources by focusing on candidates who are most likely to be hired.”

According to Newsom’s office, the guide will also help hiring teams simplify their processes, focus on job-related criteria and avoid unnecessary or overly rigid steps such as overdocumentation or “unnecessary, extensive justifications.” Departments can still use other merit-based hiring methods that fit their operational needs.

“When I first stepped into this role, improving California’s hiring process was at the top of my priority list,” said California Secretary of Government Operations Nick Maduros, in a statement.

“The old way of hiring simply took too long, keeping applicants waiting and using precious state resources on outdated paperwork,” said Maduros. “It turns out we can uphold our civil service hiring requirements without constructing an overly bureaucratic system that’s so difficult to navigate.”
