Pennsylvania Paid Family and Medical Leave Bill Heads to State Senate

In a 9-2 vote, Pennsylvania’s Senate Labor and Industry Committee recently passed the Family Care Act (SB 906), which would establish a statewide paid family and medical leave program. The bill now heads to the state’s full Senate for consideration.

If ultimately passed, Pennsylvania would join 14 other states offering paid family and medical leave to eligible workers, according to a statement from Sen. Maria Collett, who co-sponsored the Family Care Act, along with Sen. Devlin Robinson.

“SB 906 says work and family shouldn’t be in constant conflict. It says working Pennsylvanians deserve the protection to care for the people they love without losing everything,” Collett said in a statement.

The recent vote “brings us one step closer to final passage of what so many across Pennsylvania know is the most impactful legislation for working families in a generation,” she added.

According to Collett’s statement, the legislation would establish a state-run paid leave program administered by the Pennsylvania Department of Labor & Industry. Eligible employees throughout the state would be able to use the fund for up to 20 weeks of paid leave per year for:

  • Birth, adoption or foster placement of a new child
  • Personal serious health condition
  • Caring for a family member with a serious health condition
  • Military deployment or related family needs
  • Support for a family member who is a victim of violence

Robinson, chair of the Senate Labor and Industry Committee, issued his own statement, saying that establishing “meaningful paid leave is an essential economic competitiveness strategy, and it’s the right thing to do.”

Workers in Pennsylvania “should not have to sacrifice their financial security during major life events,” said Robinson. “This legislation offers a practical, sustainable approach supporting working families while recognizing the needs of employers.”
