To promote excellence in Public Sector human resources management in the State of Washington by providing a forum for persons engaged in public human resources to discuss their current issues and to provide a medium for mutual self-improvement.
Encouraging active cooperation and exchange of information among members and providing information and guidance to persons new to the profession. Hosting, sponsoring and conducting conferences, seminars, meetings and workshops to foster professional development of HR issues.
Providing a voice for the State of Washington public sector management and HR professionals in the development of state and national policy affecting HR and employee/labor relations.

- To enhance the image of human resource professionals by recognizing their contributions to the public service.
- To encourage research and development in human resource management.
- To promote excellence through the ongoing development of professional and ethical standards, and career development.

- To mentor new professionals in public human resource management.
