Position Overview:
As a senior manager operating within a broad policy framework, the Human Resources Officer is responsible on all human resources matters. The incumbent advises executive management on all HR-related issues, directs the activities of the Human Resources Office, and represents the division in meetings involving policies, procedures, operations, and HR matters. The Human Resources Officer is accountable for the District’s adherence to HR policies, laws, and regulations, and achieving division goals and furthering District objectives within general policy guidelines, and performs related duties as required.

Examples of Duties for this Position
Oversees the functions and activities of the Human Resources Office, including employee and labor relations, recruitment and selection, classification and compensation, benefits, organizational development and training, performance management, EEO, safety and wellness, and other HR programs.
Establishes and develops HR programs and policies aligned with agency goals; monitors and evaluates HR operations, structure, staffing levels, systems; recommends and implements changes.
Directs policies and procedures; interprets and advises on District policies and procedures.
Manages employee and labor relations, negotiates with labor unions, conducts investigations, handles complaints and grievances, and represents the District in proceedings.
Directs staff activities and provides coaching, training, and professional development.
Allocates resources to achieve timely outcomes and goals within budget.
Represents the District in meetings with the public, industry, and other agencies
Directs, plans, develops, and implements major projects or programs.
Monitors developments and legislation related to HR, evaluates impact, and recommends implementations and improvements.
Oversees division budget preparation and administration.
Presents technical, policy, operational, or administrative issues to the District Board and executive management.
Directs monthly and annual reports, information gathering, and process analysis.

Minimum Qualifications
A typical way to obtain the knowledge and skill is:
Graduation from a four-year college or university with major coursework in human resources, public or business administration, or a related field.
Five years of professional human resources experience, preferably in a public agency, including three years of supervisory experience.
Leadership experience in major human resources systems change, organizational restructuring, public management, and labor union interactions is highly desired.
License and Certification:
Possession of or ability to obtain a valid California Driver’s License by the time of appointment.
