Job Description
The City of Ithaca is looking for an inclusive, mission-oriented leader to direct the City’s
employee-focused efforts and to serve as the City’s next Director of Human Resources.
Each employee of the City of Ithaca helps to make it a beautiful place to work and live. Nestled in the
Finger Lakes region of upstate New York, Ithaca is a city of 31,700 and is the Tompkins County seat.
In addition to its notable recreation opportunities (gorges, waterfalls, Cayuga Lake to name a few),
Ithaca is also home to Cornell University, Ithaca College, and Tompkins County Community College,
all of which contribute to a vibrant, progressive community in this urban setting.
With direct leadership of a staff of six co-workers, the Director will be expected to develop human
resource strategies with an equity lens, oversee operations and ensure compliance. The Director will
also have an integral role in city employment-related negotiations, counsel supervisors on employee
and labor relations matters, and meet with union representatives to discuss issues. The Director of
Human Resources will also be expected to develop effective staffing strategies and implement plans
to attract and retain employees of varying backgrounds. Fostering an environment where morale is
high, and employees work in tandem to achieve the City’s goals, is also an important part of the
execution of this role.
The Director of Human Resources oversees the administration of all employee benefit programs.
Finally, an additional component of the position responsibilities is to oversee initiatives to improve the
health and safety of all City’s employees. It is crucial that applicants have proven experience working
with and serving a diverse community.
Job Requirements
Minimum qualifications include: a master’s degree in public administration, industrial or labor
relations, human resource management, or a closely related field with a similar course curriculum
