The APCD Administrative Services Director serves as a key member of Ventura County Air Pollution Control District’s leadership team, advancing a high-performing, inclusive, and engaged workplace that supports the District’s mission to protect public health and the environment. This position partners closely with the Executive Director and senior leadership to strengthen collaboration across divisions, enhance the employee experience, and ensure operational excellence. In this role, you will lead strategic and organizational initiatives that improve efficiency, transparency and effectiveness—conducting assessments, leveraging data to guide decision-making, and designing innovative development strategies. You will coach and mentor leaders at all levels to cultivate strong leadership capability and a culture of excellence, service, and accountability.

The APCD Administrative Services Director is an At-Will classification that is exempt from the provision of the Civil Service Ordinance.
Job Requirements
Education/Experience:
Possession of a bachelor’s degree in business or public administration, human resources, organizational development or related field, AND, six (6) years of recent and progressively responsible professional-level experience in organizational development, training and development, investigating allegations of discrimination/harassment, recruitment, and/or exam development. Substantial experience supervising professional-level staff is required.
Desired:
- Master’s degree in public administration, business administration, or a closely related field.
- Public sector experience.
- Experience facilitating high-impact learning, decision-making, and problem-solving sessions.
